E. Emanuel ran a jeweller’s business near the Dockyard Gates.

A Portsmouth resident later described Emanuel as 'a terror to loungers on the Hard' noting that he strongly objected to longshoremen and others obstructing the pavement outside his premises. Almost daily, complaints were reportedly made to both the police and the press.
These actions eventually led to 'an angry demonstration by a large crowd' during which some of Emanuel’s shop windows were broken. Despite this, he was also remembered as 'a good citizen and a lovable character' knowledgeable about naval affairs and known for the hospitality he offered in the room behind his shop.
